An RICS Level 2 Home Survey can be commissioned as survey-only or in a format that also includes a market valuation and insurance reinstatement figure. The condition inspection is broadly comparable, but the valuation version answers additional financial questions for the named client.
This choice must not be confused with the lender’s mortgage valuation. A lender assesses security for its loan. A Level 2 survey with valuation is an independent service provided under terms agreed with you, although it does not bind a lender or guarantee a future sale price.
What both options provide
Both Level 2 formats describe the main construction and visible condition, use condition ratings and identify significant defects, risks and matters needing further investigation. They include proportionate repair and maintenance advice for a conventional property in reasonable condition.
Both remain visual inspections. Surveyors do not routinely open up construction, move heavy contents or test services. Safe access, weather and occupancy may limit observations, and those limitations should be read alongside the findings.
What the valuation option adds
The valuation version includes an opinion of market value on the stated basis and an insurance reinstatement figure. Market value considers the property in its market context under defined assumptions. The reinstatement figure concerns the estimated cost of rebuilding for insurance purposes and is not the sale price.
The surveyor may need information about tenure, leases, occupancy, alterations or incentives. Assumptions and limitations are set out in the report. If an assumption proves incorrect, you should ask whether the valuation needs reconsideration.
When it may be useful
Independent valuation advice may help where you want a professional view separate from the agent’s asking price or lender’s assessment. It can also assist with insurance arrangements through the reinstatement figure. It does not determine what you must offer or what the seller must accept.
If the property is unusual or the purpose is taxation, litigation, shared ownership or another formal matter, a standard Level 2 valuation may not be the correct service. Explain the intended use so the surveyor can recommend the appropriate valuation instruction.

Making the selection
Choose survey-only if condition advice meets your needs and no independent valuation is required. Choose the valuation format where both are relevant and the property is suitable. Ask for a written quotation that clearly identifies the service.
If your mortgage valuation and independent valuation differ, speak to the respective valuers and your mortgage adviser about their bases and evidence. Do not assume that one automatically invalidates the other.
